AB 230 expanded California’s Menstrual Equity for All requirements to public schools maintaining any combination of grades 3–12 beginning with the 2024–25 school year.

The statute requires both pads and tampons. Egal provides the in-stall pad roll, dispenser, and tampon-holder system; schools should confirm their complete product mix and notice process with current district guidance.

Schools and grades

Public schools—including district, county office of education, and charter schools—maintaining any combination of grades 3 through 12.

Required restrooms

All women’s restrooms, all all-gender restrooms, and at least one men’s restroom must be stocked.

Products covered

The law defines menstrual products as menstrual pads and tampons for use in connection with the menstrual cycle.

Supply and price

An adequate supply must be available and accessible at all times, and schools may not charge pupils for products.

Restroom notice

Every covered restroom must display the law’s requirements plus the email and phone number of the person responsible for maintaining supply.

How California’s school law evolved

From grades 6–12 to grades 3–12.

The current code supersedes the earlier grade range. This timeline shows the progression without treating older requirements as separate mandates still running in parallel.

2021

AB 367 created the statewide restroom standard

The Menstrual Equity for All Act required covered public schools serving grades 6–12 to stock all women’s and all-gender restrooms and at least one men’s restroom with free pads and tampons.

California chaptered AB 230, extending the school requirement from grades 6–12 to grades 3–12 and preserving the restroom-notice requirement.
